JOB SUMMARY: Under broad supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making

in functional area. Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations. May partner with other departments, divisions, outside agencies, and vendors to address business issues. Exercises various latitudes of independent judgment. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions. Assists with orientation, training, or providing task guidance of junior team members. Provides strategic analysis.

JOB SPECIFIC DUTIES: Under general supervision, manages a variety of administrative and operational functions for Satellite Office or large Division operation. These functions include Personnel, Purchasing, Procurement, Training, Records- Management, Warehouse and Maintenance. Supervise support staff. May develop or assist with policy and procedures in related areas. Ensures compliance with and interprets all policies and procedures regarding administrative and personnel related matters. Serves as a liaison. May supervise or serve as the Safety, Training or Communications Officer. Performs other duties as assigned.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications

STATE MINUMUN QUALIFICATIONS:

Bachelor's degree in business or related field from an accredited college or university AND Four years of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

AGENCY SPECIFIC QUALIFICATIONS:

· Demonstrated experience in interpreting and applying state and departmental policies and procedures in two or more of the following areas: personnel, payroll, purchasing, accounting, safety, training, procurement, drug and alcohol testing, relevant legal compliance policy such as the equal employment opportunity, affirmative action, or open records act.

· Demonstrated experience appropriately managing workforce diversity.

· Demonstrated experience motivating and guiding staff towards accomplishment of office/departmental goals.

· Demonstrated experience with competencies in planning, training and evaluating the work of administrative staff in one of the mentioned areas; building effective work team(s), in motivating and guiding staff towards accomplishment of office/departmental goals, in appropriately managing workforce diversity, in planning, administering, and monitoring unit/office expenditures or budget, or in managing and resolving conflicts in a positive and constructive manner.

· Demonstrated excellent written and oral communication skills.

· Demonstrated ability to relate well to people from varied backgrounds and different situations.

· Demonstrated experience to make sound and well-informed decisions.

· Demonstrated experience to identify, analyze and provide effective solutions for problems.

· Demonstrated experience to adapt quickly to new information, changing conditions, or unexpected obstacles.

· Demonstrated experience to effectively negotiate to find mutually acceptable solutions; to anticipate and meet the needs of customers/employees.

· Displays a high-level of commitment to work and work ethics.

· Possess self-motivation and an orientation towards results.

· Possess a working Knowledge of PeopleSoft Financials and Human Resource, Workforce Timekeeper, Fleet Anywhere, Micro Soft Office including Excel Spreadsheet and Word Processing computer applications are preferred.

· Completion of the Primary Governmental Accounting Series and familiarity with safety procedures and Worker's Compensation.

· Occasional statewide and overnight travel required.

In addition, an employee must have an overall e Performance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
