CACI is pursuing the prime contract for the development and integration of a large Personnel systems integration effort. The program is a high visibility within CACI’s large portfolio of enterprise business systems and Human Capital management solution programs. The system end-to-end Human Resources (HR) functionality to the entire DOD civilian workforce. The system provide a centralized resource for employees, managers, and HR Professionals to better manage civilian personnel information across the DOD military services.

What You'll Get to Do:
The DCPDS Solution Architect will provide: input to long and short-range planning of projects; business process re-engineering; development of business and systems solutions (to include cost/benefit analysis) in fulfillment of the DCPDS requirements; and the ability to manage cost, schedule, and technical performance to achieve program objectives. The position requires extensive experience as the solution architect for a large, complex software development and sustainment program within the umbrella of the DOD JCIDS Acquisition Framework. He/she should have deep knowledge of the Oracle eBS platform, and a working knowledge of the following HCM specific business functions: HCM Strategy; Organization and Position Management; Recruiting and Staffing; Personnel Performance Management; Benefits Management; Labor Relations; Employee Development; Compensation Management; Employee Relations; and Separation Management. Business process transformation experience is critical given the customers desire to continue to streamline the DoD’s existing HCM, Manpower Management and Pay processes. Other critical skills and experience include:
Have excellent knowledge of system design and software development best practices; and a wide range of experience controlling and improving quality of service while reducing the overall cost of development through operational efficiencies.
Depth of knowledge in the following implementation methodologies: traditional waterfall; spiral; agile (including SAFE, SCRUM); incremental and package based (Oracle Unified Method) development methodologies.
Possess strong legacy system migration and data conversion experience.
Be highly skilled in customer and stakeholder relations.
Special emphasis will be required on coaching and mentoring systems engineering and software development staff on the planning and execution of critical business initiatives.

This position requires an individual who is extremely knowledgeable and skilled in all phases of solution design and development. Individual must possess strong strategic decision-making skills, superior leadership abilities, and excellent team building skills. Must have the vision to understand the customer’s business requirements, and can apply current state methods and techniques (to include people, process and technology) to solve the business problem at minimum risk to the customer and CACI. Individual must have large scale systems integration and package based (Oracle eBS preferred) implementation experience. Responsibilities include, but are not limited to the following:
Business/IT Strategy Development (Product Development Roadmap, TI Roadmap, Obsolescence Roadmap)
Business Architecture Development – demonstrate strong subject matter expertise in the mission of the Defense Manpower Data Center (Human Capital/Manpower Management). Must be capable of analyzing requirements and developing an optimized business architecture – to include process design, organizational design, location design, and use case and information model development.
Data Architecture Development, Data Transformation and Data Migration Expertise - experience engineering and developing scalable and high-performance solutions for processing and distributing massive datasets. Requires development of a common, standards based data model and the consolidation and migration of multiple deployed instances to the developed framework.
Performance Architecture Design – demonstrate the ability to identify and implement performance metrics designed to provide leading and lagging indicators for service performance assessment.
Solution (System and Software) Design – Demonstrate ability to lead the development of a conceptual, logical and physical architecture for solutions whose goal is to enable the DMDC mission.
Formulate and present solutions for internal and external customer review.
Prepare progress reports and update steering committee/executive management as to status, anticipated issues and risks, and problems as they develop.
Coach and mentor senior and mid-level staff on the development of software engineering plans, and the identification deliverables and strategies for implementation of software development projects (waterfall, incremental, package based and agile).
Prescribe test methods, ensures quality of test execution, and ensure that configuration management processes are implemented appropriately and efficiently.
You'll Bring These Qualifications:
Requires a Bachelor’s degree in Computer Science or equivalent, and 12-15 years of related (large-scale information solution architecture) experience. Masters preferred.
U.S. citizenship is required; employment is contingent upon successful completion of Public Trust Suitability investigation.
These Skills are Critical to Your Success:
Demonstrated Experience as an Oracle eBS Senior Engineer/Architect on a large scale Federal Implementation
Knowledgeable of the Oracle HR platform and the Federal HCM framework
Experience with Oracle eBS development and sustainment tools, integration methods and related technologies (e.g. Oracle Database, Oracle Enterprise Manager, Oracle UPK, OBIEE … etc.)
Knowledge and experience with Business Analytics and Business Intelligence platforms
Demonstrated experience with Legacy Transformation strategies, Business Process Transformation and Business Process Reengineering.
Demonstrated DoDAF architecture development, documentation experience
Demonstrated experience developing integrated architecture views using tools such as No Magic CAMEO, or IBM System Architect
Demonstrated experience with devising and implementing complex data conversion and external system data interface/integration strategies.
Deep knowledge of the following implementation methodologies: traditional waterfall; spiral; agile (including SAFE/SCRUM); and incremental and package based (including Oracle Unified Method).
Deep knowledge of how Oracle eBS system components interoperate to support Federal HCM business processes.
