Job Duties (Description of specific duties in a typical workday for this position:

Applies the use of process improvement, reengineering and agile methodologies and principles to conduct process modernization projects. Responsible for creating and maintaining a product backlog for multiple stakeholders and transitioning of existing organizations or project teams in accomplishing the organization’s goals or project activities and objectives through use of cloud based technologies and platforms such as Salesforce. Supports activity and data modeling, identification of best practices, and creating and assessing performance measurements. Provides group facilitation, interviewing, training, and additional forms of knowledge transfer. Key coordinator between customers and multiple project teams to ensure enterprise-wide adoption of new systems.

Requirements (Years of experience, Education, Certifications):

Candidates must meet or exceed each of the following minimum qualifications:

Bachelor’s Degree

5 Year’s of relevant experience

Under general supervision:

Analyze, define and interpret business and customer’s needs and issues by gathering, analyzing, documenting and validating the Business area(s) and user(s) technical (functional/non-functional) requirements.

Lead requirements analysis, and verification sessions.

Document user stories for many different stakeholders. Work with technical team on acceptance criteria.

Lead and participate in the review, analysis, and evaluation of current and future business processes.

Create Requirements Management Plan to define, organize and schedule requirements management and development activities. Produces Requirements Traceability Matrix (RTM) and RTM gap analysis reports.

Independently lead or participate in all phases of the software development life cycle, with focus on defining the underlying business needs, documenting those needs, validating conceptual systems designs, and assuring delivery quality through comprehensive testing.

Support testing efforts by defining, developing and implementing practices and procedures for complete end user acceptance test (UAT) plans.

Maintain communications with technical counterparts to guide the issues to cross-functional resolution and adopt best practices.

Experience with Agile using Scrum and/or Kanban

Experience writing User Stories and managing an Agile Delivery Backlog

Knowledge JIRA or other similar Agile workflow management product

Experience supporting the delivery of SalesForce or other ECRM products

Nice to Have: (skills that are not required, but nice to have)

Already possess a FEMA Public Trust Clearance

Experience in business process analysis, requirements analysis, workflows.

Proven ability to elicit, document, analyze and verify requirements.

Strong experience with user acceptance testing concepts.

Proven ability to work independently and as a team.

Demonstrated understanding of industry standard Business Analysis Best Practices.

Excellent interpersonal skills including the ability to build consensus and agreement and bring resolution to contentious issues and entrenched interests.

Attention to detail and excellent analytical and problem-solving skills.

Advanced written and verbal communication skills.

Excellent organizational skills and ability to set priorities and handle multiple projects.

Extensive PC skills including Microsoft office tools: Word, Excel, VISIO, Power Point, SharePoint.

Experience in accurately modeling requirements using one of the following: Functional Decomposition, Data Flow Diagrams, User Context Diagrams, Activity Diagrams, Workflow modeling, Use Cases, Process Modeling, Prototyping

Experience supporting other DHS agencies

Must be able to complete EOD high

Must be a US citizen
